Opening speech “Learning by Leaving”

by Dr. Wolfgang Müller
(Managing Director for European Affairs at the Bundesagentur fuer Arbeit, the Federal Employment Agency of Germany)

Keynote speech “Youth on the move?”

by Prof. Dr. Birte Nienaber
(Associate professor in Political Geography — Université du Luxembourg)
The European Union supports young people to become mobile – especially inside the EU. However, there is still only a small percentage of young people becoming mobile. The keynote speech will present youth mobility of six different mobility types: vocational education and training, pupils’ exchange, mobility of higher education students, voluntary services, employment mobility and mobility in entrepreneurship. Quantitative and qualitative data especially gathered in six EU/EFTA countries (Germany, Hungary, Luxembourg, Norway, Romania and Spain) will be presented based on the results of the H2020 project MOVE. These results show hindering as well as fostering factors for young people to become either mobile or to stay put.”

Motivation and Information

1) “Peer to Peer” concepts on mobility information The best way to reach a young person is within or by their own peergroup – Eurodesk Poland established 2016 the euroclasses initiative to inform secondary school pupils about their chances in Europe via ready-made info-sessions. Eurodesk Germany developed out of this a peer to peer learning concept called “Fernwehlotsen” for young people interested in the field of mobility. Another examples of peer to peer education is the network EuroApprentices, that has been set up following the initiative EuroPeers. The National Agency Education for Europe has started EuroApprentices as a pilot in 2017 together with the National Agencies of five countries. Learn more about these creative concepts on mobility information and discuss further cooperation ideas in this workshop. 2) A Network Cooperation concept “Navigator2017”: a thematic day on employability In line with the activities of Europass, Euroguidance, EURES and Eurodesk the NAVIGATOR aims at connecting mobility related knowledge and good practice which are present in the fields of employment, youth, education, training and career orientation. The primary target group of the thematic day was stakeholders and experts of employment, education, youth and career guidance, who are responsible to provide support for learning and employment mobility. Besides the NAVIGATOR other examples of cooperation of the networks in Hungary are presented. We will discuss the transferability of the formats and exchange ideas of cooperation. 3) Information and motivation campaigns on mobility and mobility networks All four networks are working in the field of information and thrive to engage citizens into European awareness especially through a mobility experience. One of the biggest challenges we have to cope is: how to reach a maximum number in mobility interested, or potentially interested, people? The other challenge is how to inform mobility participants about all the benefits they can gain from various EU networks. One solution is EU-wide information and motivation campaigns. In this workshop, we will have a closer look at different campaigns run by our networks but we also would like to work on the idea of a joint campaign on learning mobility within our four networks. Training and Qualification

4) Qualifying and Certification Models How to qualify information workers, recognise the competences gained throughout the years and increase both quality and motivation? One way is to establish a competence framework, together with creative assessment and certification methods to assess and recognise such professional development. In this workshop, we will have a closer look at existing qualifying and certification models within our four networks and discuss the idea of a central coordination around what is common to our networks and how to better recognise the “youth information worker” profession at European and national level. 5) E‑ways for competence development of guidance professionals Guidance professionals are catalysts in encouraging individuals to seize opportunities for learning mobility abroad. How can the international dimension in guidance be supported through ICT tools? The Euroguidance centers of Estonia and Sweden offer an insight into the use of ICT for the competence development of guidance professionals. Various methods for distance learning are presented, and the workshop will open up for mutual exchange of ideas and experiences on the use of ICT in the context of guidance and mobility. 6) MOOCs as a format for large-scale training and qualification In this workshop you will learn about the concept and implementation of Massive Open Online Courses (MOOCs) as a format for Adult Education. The Workshop will be based on the experiences of the so far biggest MOOC in Adult Education in the German speaking world, the so called EBmooc, which has been developed and evaluated by a team around workshop leader Dr. Birgit Aschemann (CONEDU/Austria). We will discuss how the format could be used within our networks as a format for training and qualification or as a format directed at endusers. Guidance Processes

7) Guide my way – a European guidance concept for international mobility of the youth The goal of international career guidance is to help young people to make a proper career choice and to support them as they progress in their planning of moving abroad. The Guidance Concept Guide My [email protected] focuses on a practice-orientated and systematic elaboration of career guidance methods. It has been realized by the active involvement of the target group of EURES/EUROGUIDANCE and other counsellors. Following a presentation of the concept, single modules will be discussed in smaller groups. Workshop presentation (PDF 1,0MB) Etherpad workshop 6 (further discussion) Workshop poster 7 (jpg. 6,2MB) (Prof. Dr. Florian Kreutzer – University of Applied Sciences of the Federal Employment Agency of Germany)
8) Virtual vs. personal guidance – finding the right balance In this workshop we will present and discuss different ways of addressing and advising clients (e.g. textchat, videochat, European Online Job Days etc.). Further, we want to explore the advantages of innovative, online tools and how they can help advisors in the guidance process. At the same time, we will take a look at the limits of online guidance and the importance of personal guidance. Human skills

9) Working for the European Union public administration – Developing interculturality and identity capitals Did you know that there are altogether some 50.000 European citizens working for the European Union institutions? Out of them around 6.500 are employed by the decentralized EU agencies located across the member states. The main motives for people to work for the EU public administration are professional achievement, career development, social networks, cultural orientation and interests, and esteem- and status-building. Growing to one’s professional potential while working in an international environment attracts many. This workshop will explore and discuss the development of interculturality and identity capitals in relation to careers within the EU services. Workshop presentation (PDF 0,6MB) Etherpad workshop 9 (further discussion) Workshop poster 9 (jpg. 5,9MB) (Mika Launikari – Euroguidance Finland)
10) The employers’ view on mobility chances This workshop highlights how employers see the qualifications that foreigners bring into a German company as well as what they expect from sending employees abroad. Besides a representative of an SME we welcome an employee of a German craft chamber who will share his / her experience. Which skills and competences do people acquire through an experience abroad and how does it translate into added value for the company? How can certifying processes meet the expectations of employers regarding these acquired skills and competences? Certification Processes

11) Online badges – a creative tool for the certification of mobility experiences Some partners from the Eurodesk and the Europass network are using open badges already for a couple of years. The system of online badges can be used in non-formal or formal learning situations and mobility experiences. In this workshop we will learn what open badges are, and how they are already used in some interesting projects. We will cover how to create an open badge system and have a look at existing open badge certification processes. We will sketch how they could be applied within the new Europass and we will discuss if a joint open badge structure could be created for our four networks.
